We have a client interested to establish a construction steel
bars in Tunisia, than they need to produce steel bars from 
6mm; 10mm;12mm;14mm...32mm 

Than could you please advice about the average financial 
and timely cost for such plant especially if the yearly 
production required is from 150.000MT to 200.000MT 

Our client have his own financial facility and would like to 
receive a price included all fees.
